There’s a clear line here. An owner can safely check the exhaust fan grille for dust buildup, verify the sink supply valves turn freely, and photograph any staining for documentation. The membrane is your only moisture barrier; one puncture and you’re looking at subfloor corrosion that spreads past the bathroom.
